On September 13th, 2024, at 09:01 pm the Arkansas State Police Dispatched advised me of a reckless driver on State hway 304 traveling westbound towards Pocahontas. The vehicle description was a white Chevy Impala with a license plate of Arkansas ATG21N. Also, at approximately 09:10 pm the Randolph County Dispatch put the call out to the county and city officers of the same reckless driver. I was traveling eastbound on State Highway 304 at approximately 09:10 pm when I saw two vehicles traveling eastbound towards me. As I got closer the front vehicle crossed the centerline, traveling in the westbound
traffic lane.

I braked and traveled off the roadway so the vehicle would not strike me head-on. The vehicle regained control and got back in the correct lane of travel. At that time the vehicle matched the reckless driver's vehicle. It was a white Chevy Impala. I initiated my emergency lights immediately turning around and attempting to stop the vehicle. Once behind the vehicle, I notified ASP Jonesboro Dispatch of the reckless driver's vehicle. The vehicle license matched the reckless driver's call. The vehicle was crossing the center line and swerving from the white line, to the yellow line.

I activated my siren. The vehicle was continuing to drive westbound at approximately 50 mph. The vehicle was still swerving to the white line and yellow line and crossing the center line. I pulled up behind the vehicle in the eastbound lane and announced on my PA
radio to pull over. I could see that there was just the operator of the vehicle. The operator was a white older female. The operator would not even look or turn her head. She was just straightforward looking ahead and disregarding to pull over. The City of Pocahontas was just ahead as well as US Highway 67 where there would be more traffic. Sgt. Jeff Dalton with the
Arkansas Game and Fish was pulled over at some grain bins with his lights activated while the vehicle was traveling towards him trying to get the vehicle to stop. Due to the operator’s manner of driving, disregard of pulling over, and coming to a more
populated area where other vehicles would be traveling, a tactical vehicle intervention (TVI) was performed. The operator of the vehicle was a danger to the innocent people traveling on the roadway. The first attempt was unsuccessful, and the operator
continued driving, still refusing to stop. The second TVI was successful. The vehicle came to a stop in the field. Sgt. Jeff Dalton was directly behind me. I gave numerous commands to the operator which were all unsuccessful. Sgt. Dalton approached the
vehicle, and the operator was incoherent.

I approached the vehicle, and it took several attempts to get the operator to unlock the doors. She had no idea how to do it. She was very incoherent and you could not understand when she spoke. Once the
driver’s door was open, I had to take her seatbelt off because she could not. She was mumbling her words and seemed like she could just pass out. I placed her under arrest and Sgt. Dalton and I had to carry her out of the field and sit her on the ground for the ambulance to check her out.

Eventually, she was able to give me her name, Ann Walker. Walker was able to tell me that she was trying to get to Beech Grove where she lived. I informed her that she was going in the wrong direction and that
she was almost in Pocahontas. Walker said she did not want to go to Pocahontas. The entire time Walker acted like she was falling asleep and waking up. Walker mumbled her words and could barely speak. Walker denied taking any substance when she could understand what I was saying. An unopened Smirnoff can was found inside the vehicle.

Pro Med Ambulance checked her blood sugar. It registered approximately 133. Pro Med transported her to St. Bernard Five Rivers Medical Center for her safety due to her intoxication level. Due to the circumstances with Walker, a search warrant for
blood was granted. The blood will be sent to the crime lab for analysis. Walker was not released from the hospital due to her intoxication. Walker was charged with Fleeing- Vehicle or conveyance, driving while intoxicated-DWI Drugs, reckless driving,
driving left of center, and no liability insurance.
