One of the three radiant apex mounts from the Diamond Anniversary Crown Crates.

The mount has a special summon animation if you have the Molag Bal Illusion polymorph equipped, which is an Apex reward from the same crate. Imo this stinks - the shackle summon animation looks really cool, but I'm not sure who wants to run around as Molag Bal just to make that appear.
