At around 7:00 PM, Scotch Plains Police responded to reports at the Delta gas station (2040 Route 22) that a 2004 Mercedes attempted to strike two people. Officer Damian Serafin located the vehicle shortly after and initiated a police pursuit, which ended in front of LifeStorage in Mountainside.

The driver, Quanirrah Foster, was combative, belligerent, and in complete denial. She resisted arrest and assaulted officers during the encounter. Once transported to Scotch Plains Police HQ, she bit Officer Baltazar and spit on EMTs during her medical evaluation. Due to her mental state, she was transported to Trinitas Regional Medical Center overnight for further evaluation.

She was returned to HQ the next morning (October 28) and formally charged later that afternoon. Around 4:15 PM, she was transported to Union County Jail, where she remained until November 1, 2022.
