There are two parts to a video card review: There's the silicon, which is the responsibility of AMD or NVIDIA, and the cooler, which is a mixture of responsibilities. The board partner sources fan suppliers, PCB component suppliers, and hopefully has in-house engineers for cooler or power delivery engineering. The silicon for the RX 590 comes back to AMD, of course, with the cooler coming back to XFX. We are reviewing the XFX RX 590 from two angles: How is the RX 590 as a GPU, then how is the cooler as a solution for the GPU. Testing is primarily conducted for thermals, power, and gaming performance. We tested versus about 40 other items on the list, but the major ones include the RX 590 vs. GTX 1060, 1070, and Vega 56 (just for perspective).
