For all the Amateur track questions. This is on the Amateur track. It is meant as two jumps a step up to step down. It used to be a double when it was part of the Pala Pro National track layout. Axell Hodges was the first to hit it as a triple and everyone followed suit. The triple wasn't very smooth and riskier because of the landing of the step down so they pushed it even further by quading it.
