The first step is to get the sketch inside Illustrator, then make sure to set up the layers so you can draw with the Pen Tool in order to create your character illustration using vectors.

To find a color scheme would recommend browsing Dribbble and then using the Eyedropper Tool get some of the colors from the inspiration, then apply them to your flat design character.
