Glennon, Tufts international law professor and former legal counsel to the Senate Foreign Relations Committee, has been cited as an expert in articles about American intelligence and torture by publications including The Economist, The New York Times, and The Financial Times. In his study of international relations in the Bush and Obama administrations, Glennon adapts Walter Bagehot’s 1860s formulation of Britain as a state run by a duality of “dignified” and “efficient institutions,” arguing that U.S. foreign policy has become an unwieldy—and undemocratic—two-tier operation, with Madisonian institutions—Congress, the courts—mere figureheads for the myriad bureaucracies of intelligence agencies that in fact wield the power.
