Is the Mag Holster Broken in Modern Warfare III? (+ Gunner Vest for Reloads)

I've seen a lot of feedback that Mag Holster in Modern Warfare III is basically useless and doesn't help your reload time much at all so today, I wanted to put it to the test as well as the reload benefit from the Gunner Vest to see just how much they help. What are your thoughts on the current state of Mag Holster and the Gunner Vest?
