In GTA 3, Claude can’t reach the second island because the bridge is destroyed in the opening cutscene. But if you activate the flying car cheat, Claude can fly there. He won’t get any wanted stars, and he can explore the whole city freely. In GTA Vice City, Tommy can’t reach the second island because the road is blocked, and he can’t swim.
But with the drive on water cheat, Tommy can cross the ocean and reach the second island.
