Foreign aid plays a vital role in strengthening institutions and improving healthcare in developing countries, yet its impact is undermined by corruption and aid fungibility. This study quantitatively examined Ghana’s tertiary healthcare sector under the Ministry of Finance, using regression and correlation analyses. Results show fungibility significantly reduces healthcare outcomes, accounting for 56.1% of variance, with general fungibility having the strongest negative effect (r = -0.656). Institutional weaknesses—poor transparency, weak accountability, and lack of coordination—further exacerbate the issue. Seven major challenges were identified, notably lack of integrity in aid use. The findings underscore the need for stronger governance, enhanced donor oversight, and public education to optimise healthcare aid and mitigate fungibility risks.
