In this particular case, Suikoden 4 is running 1440p @60 FPS thanks to patches found on forums.pcsx2.net

A high-framerate and resolution in combination with ReShade - a tool that allows effects such as anti-aliasing, bloom, depth of field, reflections and more.

Some scenes have been edited in post-process to add certain effects, but most of the video is what you get when you run the game with the tools mentioned above.
