The Municipal Corporation of Delhi toll booths at the erstwhile Sirhaul plaza are losing nearly Rs 2 lakh a day because of the removal of the structure. The contractor appointed by MCD to collect commercial tax at the Gurgaon-Delhi border, said that the absence of the booths, which used to work as a speed breaker, has encouraged drivers to slip off without paying the toll.
"We are incurring a loss of nearly Rs 1.5 - 2 lakh everyday.. The toll plaza booths used to work as speed breakers. But now, the offenders simply drive away," said a senior official of SMYR Consortium, the contractor appointed by MCD.
The official said that while almost 25,000 to 30,000 commercial vehicles cross the toll plaza daily, more than 2,000 vehicles, especially taxis, manage to slip away by using the 10 lanes on the Gurgaon-Delhi side that are meant for private vehicles. Private vehicles are exempt from toll tax.
The MCD toll tax for cabs is Rs 65, and if 2,000 to 3,000 cars fail to pay toll daily, it leads to a revenue loss of nearly Rs 2 lakh, according to a rough estimate given by an official.
Despite the fact that the operator has two cars to chase down offenders and penalize them, a large number of vehicles still don't pay the toll. "We are allowed to impose a penalty of Rs 325, which is five times the toll tax, as per the bylaws of South Delhi Municipal Corporation. But with only two vehicles handy, we can't chase down each offender," said the official.
The matter was raised during the hearing of a case in the highways administration court on June 26 when a contractor's representative told the court that MCD is incurring the loss because of the removal of the toll plaza booths."The vehicles drive very fast and it is not easy to stop them when they take any of the lanes (remaining 10) on the right-hand side," an official of SMYR said.
The court, however, rubbished the claim, saying,, saying that the extra space has been created in the territory of NHAI and not of the MCD
