Why Orochimaru Wears the Wrong Clothes the Entire Naruto Series

Orochimaru is wearing the wrong clothes during the entire Naruto series all the way to Naruto Shippuden. During the Naruto Chunin Exams Orochimaru steals Shiore's look, a ninja from the grass village, to infiltrate the Forest of Death. However, he keeps wearing her clothes from then on.

Orochimaru's character design doesn't change even though he no longer needs to pretend to be Shiore. Also, the ninjas in his hideout all seem to wear an outfit inspired by Shiore's outfit that Orochimaru begins to wear, indicating Orochimaru liked that type of clothes before he met Shiore.
