His recent book was "Certainty: How Great Bosses Can Change Minds and Drive Innovation." The questions discussed are: "Why can't we ever seem to get IC reform right?" "What is the meaning of 'the culture of a work environment'?" "Why are bad bosses so important?"
Types of reformers: 1) people that want procedural reform; 2) people we urge we get back to mission or change our priorities; 3) those who want to revamp hiring and recruitment; 4) the analytical reformers or oversight
reformers saying we just need to strengthen oversight; 5) the policy people who say we just have clarify our authorities and change certain policies; 6) the modernization people and AI enthusiasts who say embracing technological change will shorten the tech cycles and fix the culture; and 7) the structural people who go to the org chart and shift the boxes around thinking that's going to fix things.
How to engender loyalty, trust, and great performance from a team. How to identify the limitations and strengths of the human mind and create a dynamic and innovative workplace.

BIOS:
MIKE MEARS retired as CIA’s Chief of HR (Human Capital) and founded and headed the CIA Leadership Academy. He trains and consults on advanced leadership and management approaches for government and private sector organizations. His latest book is Certainty: How Great Bosses Can Change Minds and Drive Innovation
Before his tenure at the CIA, Mike held the position of senior vice president at GE Investments. His role involved managing private equity funds, leading turnarounds, and serving as a Six Sigma Black Belt. He also launched multiple small business start-ups and served as president of a fast-food company.
In the military, Mike served as commander of a nuclear missile site and a general’s aide and was decorated for valor as a U.S. Army combat platoon leader.
He earned his undergraduate degree at the U.S. Military Academy at West Point and his MBA from Harvard Business School.
Mike teaches or lectures on leadership at the Department of Defense, Georgetown University, University of Salzburg, University of Maryland, and the National Intelligence University. He is a former Senior Fellow at The Conference Board.

JAMES R. HUGHES currently serves as the 17th President of AFIO. His service began January 2015. He had a career of US Government service spanning 37 years in numerous foreign countries with a particular focus in the Middle East. He started in U.S. Military Intelligence in the late 1960s and then joined the CIA’s Clandestine Service. He served overseas as a Chief of Station several times, and at CIA Headquarters in a number of senior management positions, including as Chief of the Near East and South Asia Division, in the Directorate of Operations [today’s National Clandestine Service]. He was also named the Associate Deputy Director of Operations (ADDO) at the National Security Agency, 1998-99. Following his retirement from the government in 2005, he joined EDS in Herndon, VA, as the Client Industry Executive for the U.S. Intelligence Community. After the HP acquisition of EDS, he continued to serve in a similar capacity until his retirement in 2012. His parents were missionaries in Turkey in the 1950s, where Jim spent his formative years. He is fluent in Arabic.
