A former Baltimore City tax collector admitted to accepting bribes from property owners and fraudulently obtaining COVID-19 relief funds, according to federal prosecutors. Joseph Gillespie, 35, pleaded guilty to charges Friday that included engaging in a bribery scheme over a eight-year period and taking $250,000 in bribes in exchange for making outstanding water bills, citations and tax obligations go away, costing city taxpayers $1.2 million, according to the U.S. attorney's office of Maryland. Authorities said the FBI recorded Gillespie numerous times discussing specifics of his bribery scheme. During one recorded conversation, authorities said Gillespie stated that he had the ability to "wipe a bill off the city's record of outstanding" or mark the obligations as "paid" in the city's record-keeping system.
