Mayor Isko Moreno has recently returned to office as the Mayor of Manila (June 30, 2025), and a significant part of his initial focus has been on addressing the city's severe garbage problem and overall cleanliness.

Garbage Crisis Declaration: Upon his return, Mayor Moreno declared a "state of health emergency" due to a mounting garbage crisis. This was largely attributed to unpaid dues to previous garbage collector contractors, leading to a cessation of services and accumulation of an estimated 4,000 metric tons of uncollected trash.
Immediate Cleanup Drives: Moreno immediately launched intensified cleanup operations. He personally inspected areas like Divisoria and ordered all concerned city units (Department of Public Services, Department of Engineering and Public Works, Disaster Risk Reduction and Management Office) and barangay officials to mobilize for cleanup.

"Clearing Operations": During his previous term (2019-2022), Moreno gained significant attention and praise for his aggressive "clearing operations." These involved removing illegal structures, sidewalk vendors, and illegally parked vehicles that obstructed major thoroughfares like Recto, Divisoria, Soler, and Carriedo. His aim was to "give the streets of Manila back to the people" and restore order.

Support for Manila Bay Rehabilitation: Moreno publicly supported the national government's efforts in the Manila Bay beach nourishment project, emphasizing the city's role in cleaning its territorial waters, esteros (estuaries), tributaries, and creeks. He also urged residents and establishments along the bay to adhere to waste disposal regulations.
General City Beautification: Beyond just clearing obstructions, Moreno was generally credited with efforts to beautify derelict historical sites and improve city infrastructure.
