The first type is "write no more than three words/ and or a number", so here you know that your maximum is three words and a number. A number with these words. Three words is your maximum which means you can write less than three words, but not more than three. So, the options we have here: three words, two words, one word, and a combination of three words and a number, two words and a number, one word, and a number. Or a number means "only a number". So, if I give you this example "22 new black cars", the options we have for three words "new black cars", for two words "black cars", for one word "black or cars". It depends on the question, so for example if you're given the word black followed by a blank you know that you have to use the noun cards and vice versa if you are given the word cards preceded by a blank, this means you have to use the word black only, one word. Then, three words and a number "22 new black cards", two words and a number "22 black cards", one word and a number "22 cars", a number "22". You can write it in digits or in words, but I believe it's better to write it in digits because it's faster. You don't need to waste any second in the exam.
Let's move to the second type which is write no more than two words/ and or a number. Again, our maximum is two words, but we can write less. So let's see the options two words, one word, a combination of two words and a number, one word and a number, or a number. So for example, "15 smart students"... two words "smart students", one word "smart or students", two words and a number "15 smart students", one word and a number "15 students", a number "15".
The third type is write no more than one word/ and a number, so the options we have: our maxim is one word not more, so we have one word, one word and a number, and only a number. So for example, "400 students" for one word "students", one word and a number "400 students", a number 400. Be careful in this case you cannot write "400" in words because "four hundred" are considered two words. "Four" is a word and "hundred" is a word and the question asks you to write only one word, so here you have to write the number in digits only. Okay! Now, let's move to some useful tips that will help you answer this question correctly.
