What the Firelight Casts level FC-EX-1, Muddy Path, Challenge Mode, cleared using only Welfare operators.

Last year, when this event first ran, I could not clear any of the EX levels with only welfares. This year, no problem. I probably rated my operators up by quite a bit since that time.

The strategy was fairly simple. Cluster ranged operators around my gate, with a few ground operators to block. The main trick was to use Jieyun, facing right, to deal with the Dublinn Flying enemies while they are still near their own gate.
