History leading to the current examination reform

Curriculum changed in 1995/6, but no examination change. Current curriculum includes skills and values. The current examination is based on the content syllabus only, not the curriculum.

The effect is that the current examination is out-of-phase with the curriculum (a problem of quality).

Implications of a Lack of Examination Quality
There is a ‘backwash’ effect to the schools

Poor teaching of skills in schools.
Textbooks weak on skills and values.
Overemphasis on recall of information.
Good students are given little opportunity to develop analytical thinking, reasoning skills, or communication skills.
And, More accurate marking of examination scripts. More attention to standards when converting (raw score) marks to grades. Ensuring compatibility of marks/grades between the different subjects and between the 8 BISEs.
