The U.S. and European Union are joining forces with the African Development Bank and the Africa Finance Corporation to finance the project. Through an agreement, they have set out plans to develop the "Lobito Corridor" and the Zambia–Lobito railway. Together, they will form a link across the mineral belts of Angola, the Democratic Republic of Congo and Zambia.
