【農水省】牛乳をまもろう Save dairy farmers

　新型コロナウイルス感染症が拡大し、休校による学校給食向け牛乳のキャンセルや商業施設の休業などによる消費減退に対しては、牛乳をバターやチーズといった乳製品へと加工することによって、行き場を失う生乳が出ないよう、生産者団体と乳業メーカー、農林水産省が一体となって取り組んできたところです。
　しかしながら、４月７日の緊急事態宣言（対象：７都府県）及びそれに伴う休業要請を境に、カフェやレストラン、百貨店（スイーツ等）などの業務用の需要が大きく落ち込んでいます。さらに、４月１６日には、緊急事態宣言の対象地域が全国へ広げられました。
　今後、生乳生産が６月までのピークに向けて更に増加していく中、乳業メーカーの乳製品の製造能力を超えてしまい、行き場を失った生乳を廃棄せざるを得ない状況に陥るおそれがあります。
農林水産省としては、この６月までの生乳生産のピークを乗り切ることができれば、生乳の廃棄といった危機を回避することができると考えています。

　生乳生産にあたっては、乳牛の病気を防ぐため毎日搾乳し続ける必要があり、工場で生産される産物と違って、生乳の生産量は短期的にコントロールできません。
このため、生乳の廃棄といった食品ロスを生じる事態や乳牛を減らすことなく、この難局を乗り切るために、お買い物の際に牛乳やヨーグルトを普段より１本多く購入いただければ、酪農家への応援につながります。
　ぜひ、皆様方の御協力をお願いいたします。

The novel coronavirus has caused a significant decrease in demand for milk and other dairy products for schools, restaurants, and hotels.

Therefore, milk plants have been forced to increase the production of butter and cheese which have longer shelf lives.

However, it is highly likely that the declaration of the state of emergency will push down the consumption of milk and other dairy products even further,

And that the amount of milk produced will exceed the milk plant’s limit.

Those plants are already operating at full capacity by producing butter and cheese.

If this situation continues, dairy farmers will be forced to dump fresh milk in the near future.

I would like to know two important things.

First, now, it is the time of the year when cows are giving birth, which means it is the peak season of milk production.

Second, if farmers stop milking, cows will be sick.

For these reasons, farmers have to keep milking, even though they know they have no choice but to dump fresh milk right after milking.
