মোটা অংকের টাকার বিনিময়ে তিন ধাপে দালাল চক্র একটি পাসপোর্ট তুলে দিচ্ছে রোহিঙ্গাদের হাতে। জন্ম নিবন্ধন থেকে জাতীয় পরিচয়পত্র কোথাও নেই যাচাই-বাছাইয়ের বালাই। সম্প্রতি একাধিক সিন্ডিকেটকে গ্রেফতারের পর গোয়েন্দারা বলছেন, ইউনিয়ন পরিষদ, নির্বাচন কমিশন এবং পাসপোর্ট অধিদফতর এই তিন প্রতিষ্ঠানের কতিপয় অসাধু কর্মকর্তাদের দায় পেয়েছেন তারা। কোনো ব্যবস্থা না নেয়ার কারণেই ঘটছে এই ধরনের ঘটনা মত বিশেষজ্ঞের।
