At the AI for Good 2025 summit in Geneva, China Mobile explained how it is evolving from a pure telecommunications operator into a provider, aggregator and operator of full-stack AI infrastructure. Its high-performance computing pools already deliver 19.6 EFLOPS of intelligent computility and 8.2 EFLOPS of general computility across 13 intelligent computing-center nodes, feeding a generative foundation-model family branded *Jiutian* and trained on more than 20 trillion network and operational data records. Jiutian spans 1 billion – 1 trillion parameters, supports language, speech, vision and structured data, and has posted leading scores on domain tests such as OCR-Bench and multimodal reasoning. A 10 000-GPU cluster underpins pre-training and fine-tuning, while “double filings” from Chinese regulators authorise both generative-AI and deep-synthesis deployment. A 100-billion-parameter multimodal checkpoint is already in production, with larger variants reserved for cloud or edge inference depending on latency, token-throughput and energy envelopes.

The operator positions Jiutian at the core of an open AI+ ecosystem that now counts more than 20 industrial partners, has delivered over 40 sector-specific models and drives roughly 1 000 applied DICT projects. A no-code agentic toolkit speeds vertical adaptation, and the AI+ Global Stack announced by China Mobile International adds an integrated LLM server for on-premise deployment outside the public cloud. Dedicated research pools—two central nodes plus four distributed edge nodes—let universities and laboratories lease elastic compute, enabling secure fine-tuning on proprietary corpora for materials science, biomedicine and climate modelling.

External access is still restricted to customers in mainland China, yet the firm plans to open-source its structured-data model and expand worldwide through the AI+ Go Global Ecosystem Alliance. Backed by a top-tier IaaS/PaaS cloud and extensive 5G-A footprint, China Mobile aims to productise 450 reusable AI capabilities and nearly a thousand production applications across scientific research, industrial production, public administration and digital life, positioning Jiutian and its compute fabric as a scalable platform for trustworthy, domain-tuned generative services in the near future.
