I installed a flagpole bracket on the brick front on my house.

You need a masonry bit and drill as well as anchors made for brick or masonry.

I also chose to add some construction adhesive to the holes before installing the anchors, just to be sure they stayed tight in the brick. There can be a lot of leverage applied to it from the flag pole, and wind load so you will want to be sure it is securely installed.
