When Do You Get An Indirect Freekick?

Not so long ago when Chelsea visited Selhurst Park stadium where an event occurred that challenged everyone's knowledge of football rules. The first half of the game ended all square as two goals were shared by both teams. Chelsea had a chance to take the lead in the first half, but their hopes were dashed when the referee gave an indirect free-kick instead of a penalty kick after a handball inside the 18-yard box. As a result, the Blues were unable to capitalize on the opportunity and win the half.

Fans around the world were left scratching their heads, wondering if the referee was making up new rules on the spot. Was this some backroom football trickery or just some outdated schoolbook stuff? And what's the deal with this 'indirect free-kick’ anyway?
