Should a terrorist like Anders Breivik ever be released? (The Norwegian Justice System)

Norwegian justice is often seen as humane and non punitive. And unfortunately it has been pushed to the limits with the worst atrocity in the country's history around a decade ago by Anders Behring Breivik. Yet, nothing has really changed and the criminal justice system remains the same. The parole hearing of the perpetrator of that terrorist attack makes me question why the Norwegian system is designed this way and what justice means in the country's context.
