James Pratt interviews Ben Martin from TIPS Purchasing Cooperative about how Oklahoma schools, governments, and Native American tribes can join the TIPS coop and streamline their purchasing process. TIPS is publicly funded entity that receives funding from the State of Texas, just like other Texas government agencies. Hence, they must follow all Texas laws about government procurement, and must be transparent about their bidding process. Other government and tribal organizations can join the cooperative - free - and make purchases using the TIPS contracts that have already been publicly bid and awarded. This saves the buyer time and effort. They no longer need to go through the lengthy process of soliciting public bids on their own. Instead, they can take advantage of the work done by the TIPS purchasing cooperative.
