I think 29 at Chapter15 is the conceivable lowest level for Ludger. And in this condition, Ludger can easily die by simple hits (Ludger Must Die lol). This level is possible by the below method.
★Keep the difficulty mode "easy", and defeat some inevitable bosses with Ludger down as possible.
