resident Donald Trump is weighing U.S. military action in Iran that he insists must be swift, decisive and not lead to a prolonged war, according to U.S. officials and people familiar with internal discussions. In this report, we outline what Trump has told his national security team he wants any military operation in Iran to achieve, and the concerns his advisers have raised about potential Iranian retaliation and regional risks.

According to a U.S. official, two people familiar with the discussions and a person close to the White House, Trump has made clear that any U.S. strike in Iran should deliver a definitive blow to the regime, not trigger a conflict that drags on for weeks or months. But so far, his advisers have not been able to guarantee that the Iranian regime would quickly collapse after an American military strike or that the U.S. has all the assets in the region needed to guard against an aggressive Iranian response.

These internal debates could lead Trump to initially approve a more limited U.S. military offensive in Iran while keeping options open to escalate, if he decides to act at all. The situation is described as fast-evolving, and as of Wednesday afternoon no final decisions had been made. During a visit to Detroit on Tuesday, Trump told protesting Iranians that “help is on its way” and called the situation in Iran “fragile.”

In the Oval Office on Wednesday, Trump told reporters he had been informed the Iranian regime had stopped killing protesters and halted planned executions, either of which he has previously said could trigger a U.S. military response. He said the U.S. would “watch and see what the process is,” even as officials say he remains ready to follow through on promises to protesters that the U.S. would intervene militarily to support efforts to topple the regime.

The Defense Department and U.S. Central Command have tailored and refined military options in Iran to match Trump’s objectives, including targeted or limited strikes. Senior administration officials, including Vice President JD Vance, have held hours of meetings at the White House to define U.S. goals for any strike in Iran and to anticipate how Tehran might retaliate.

Officials are also weighing how weeks of protests across Iran and the possibility of a weakened regime could affect the risk to U.S. forces and regional allies such as Israel. They are looking back at Operation Midnight Hammer, when strikes on Iranian nuclear facilities were followed by an Iranian retaliatory attack on a U.S. air base in Qatar in June that caused no American casualties after advance warning.

On Wednesday, hundreds of U.S. troops departed Al Udeid Air Base in Qatar for a safer location in case any American action prompts an Iranian response. While the U.S. has not surged forces into the region as it did before Operation Midnight Hammer, it maintains aircraft, ships and personnel capable of carrying out targeted or limited strikes in Iran.
