To understand the Kingston shoot-out, we first need to see the biker map of Ontario at the time. Through the 1990s, the Outlaws Motorcycle Club held much of the province. They were the dominant force, with strong chapters and deep roots in cities like London, Windsor, and Hamilton. But the balance began to shift when the Hells Angels, fresh from consolidating control in Quebec, turned their eyes westward. Their expansion into Ontario wasn’t subtle—it was fast and forceful, using intimidation, recruitment, and the creation of satellite support groups to cement their presence.
Among those support, or “puppet,” clubs were the Jackals and the Rockers. These smaller groups operated as foot soldiers—doing the legwork, running interference, and carrying out jobs that full-patch Angels didn’t want tied directly back to them. By the late 1990s, their activity had become an unmistakable part of the Hells Angels’ strategy in Ontario.
Then came a pivotal shift. In December 2001, the Rock Machine, long rivals of the Hells Angels in Quebec, officially patched over to the Bandidos Motorcycle Club. Ontario suddenly had Bandidos chapters in Toronto, Kingston, and Niagara. What had been a two-sided struggle—Outlaws versus Hells Angels—was now a three-way conflict, with the Bandidos entering as the new and highly symbolic player.
This patch-over lit a fuse. For the Hells Angels, it meant an old enemy was reborn under a new flag, backed by an international outlaw brand. For the Bandidos, it was a chance to stake a claim in a province already saturated with powerful rivals. And for police, it marked the beginning of a volatile period where shootings, bombings, and targeted attacks were no longer confined to Quebec—they were spilling into Ontario’s highways, bars, and city streets.
