The KOSPI has set a new all-time high.

In addition to the record-setting U.S. markets, expectations that the controversial threshold for defining major shareholders has effectively been settled also boosted sentiment.

President Lee Jae Myung will make the final decision on the capital gains tax threshold for major shareholders tomorrow (9.11).

The KOSPI closed at 3,314 points.

It rose more than 1.6% from yesterday (9.9), finishing at an all-time high.

The previous record was 3,305 points, set on July 6, 2021, during the so-called “COVID bull market,” and was broken after four years and two months.

The intraday high was also surpassed.

Around 2:30 p.m., it climbed to 3,317, breaking the previous intraday record of 3,316.

Overnight, all three major New York stock indices also hit record highs, and the bullish momentum from the U.S. lifted Korean stocks.

Expectations regarding the capital gains tax threshold for major shareholders also played a role.

Currently, investors are considered major shareholders—and subject to capital gains tax—if they hold more than 5 billion won of a single stock.

At the end of July, the Finance Ministry proposed lowering that threshold to 1 billion won.

That would have increased the number of taxable major shareholders from about 6,000 to 23,000. Following the announcement, the KOSPI fell 4% the next day.

The proposal drew backlash for contradicting the administration’s pledge to push the KOSPI to 5,000, and the government decided to maintain the current standard.

The decision to maintain the 5 billion won threshold will be formally announced tomorrow at President Lee Jae Myung’s press conference marking his 100th day in office.

Although the Finance Ministry concluded after a month of review that the current standard should remain, the president decided to personally settle the matter, given considerable support within the ruling party for lowering the threshold to 1 billion won.
