These symptoms are frequently a result of heat related issues. Slow performance is many times caused by a CPU with insufficient cooling. When a CPU heats up without sufficient cooling, the CPU will reduce its frequency to lower the temperature. With worse cooling, the PC may thermal shutdown to prevent furher damage.

Whenever you have these symptoms, it never hurts to check the cooling of the unit. The fan grill is often covered with dust and blocking the airflow. In this case cleaning the heatsink assembly will fix the issue. You will be surprised how many dust can be collected inside over working time.
