Detective Sam Dietz (Leo Rossi), still recovering from the trauma of the first "Relentless" (1989), returns to work. This time, his partner is the suspicious FBI agent Kyle Welson (Ray Sharkey). Together, they investigate a series of brutal murders committed by a maniac named Gregor (Miles O’Keeffe), who is seeking revenge for the death of his family. The closer Dietz gets to solving the case, the more obvious it becomes that Welson is hiding a connection to the killer. Meanwhile, Dietz struggles to save his crumbling marriage with Carol (Meg Foster) .
