A popular hypothesis is the Virtual Reality and Zoo and maybe the Alien Fence. This is the idea that an advanced civilization sets up an 'impenetrable' barrier for Earth-based humanity. The VR version is the most restrictive, as the VR creators can completely block any ability to exit the program. The Zoo may allow us to view the outside world without any ability to escape. A Fence may be a physical restriction or technological.

While these Fermi Paradox Filters may be true, they are also defeatist. Instead we use the above to world build for our TTRPGs
