This shows was part of the Pop 2000 Tour which featured multiple acts including Tyler Hilton, Ryan Cabrera, Aaron Carter, and O-Town. It was part of Downtown Stamford's outdoor concert series Alive @ Five which not only features live music but also a slew of participating restaurants and bars for Happy Hour.

There were thousands of people in attendance. Not all of them were there for the show, not all of them were there for Aaron. But there were thousands of people in the crowd. You can see proof of that here:
