This is how you get unlimited shouts in Skyrim, the effect disappears if you take off the "Amulet of Talos" necklace.

You can make the Fortify Restoration potion of the following ingredients:

Abecean Longfin
Cyrodilic Spadetail
Salt Pile
Small Antlers
Small Pearl

You only need two of them for each potion.

The shouts used in this video was, "Call Dragon", "Call of Valor", "Summon Durnehviir" and "Unrelenting Force"

A better explanation:
You need to have 4 different apparels with Fortify Alchemy on them. - Equip them and make a Fortify Restoration, exit the alchemy table, and drink the potion you just made.
Unequip and equip again each of the four apparels and make a new potion.
You will see that the Fortify Restoration effect on the potion will rise for each time you do this, and when you have a high enough value of the potion you can stop. Or you can make as many as you like with that strenght, but maybe don't make the value to big.
When you have your powerful potions ready, equip the "Amulet of Talos necklace, and drink 1 of the powerful Fortify Restoration potions you just made.
Unequip and equip again the Amulet of Talos, and you will have as many shouts as you like with NO COOLDOWN.
If you now look at the stats on the amulet, the reduce in cooldown time in % is so high, that you can shout with no cooldown. UNTIL YOU UNEQUIP IT.
YOU ONLY NEED 2 OF THE INGREDIENTS, USE THE ONES YOU HAVE THE MOST OF.

YOU CAN USE THIS POTION ON ANY APPARELS, TO BOOST THEIR STATS!!!!!
