AUDIENCE In April 2010, an amendment was made to the Constitution of Pakistan called the Eighteenth Amendment.
Through this amendment, one hundred and two articles of the Constitution of Pakistan were amended, some of which are as follows:
The power to impose emergency in the country has been given to the President and the Provincial Assemblies.
Breaking the constitution and suspending it was considered a serious treason and an unforgivable crime.
Several articles of the constitution were amended to ensure provincial autonomy.
Power generation was given to the provincial authority.
The provinces were given the power to amend criminal and penal laws.
The President was bound by the advice of the Prime Minister in appointing the Chiefs of the Armed Forces
The NWFP was renamed Khyber Pakhtunkhwa
The power to dissolve the assemblies of the President or Provincial Governors has been transferred to the Prime Minister and Chief Ministers.
The ban on any person becoming Prime Minister or Chief Minister for the third time was lifted
Wherever a reservoir is being built, the federal government is required to consult with the province.
The share of the provinces cannot be less than the last NFC award.
Provinces will be allowed to obtain loans locally or internationally within the limits set by the National Finance Commission
Why was this amendment approved?
At that time, the country was ruled by the PPP and the PML-N was in opposition
Along with the PPP, there was also the nationalist Awami National Party in the government.
The PPP knew that its real power was Sindh, so any power should be given to a province.
At present, the more financial freedom you have, the better.
This amendment was very necessary for PML-N's Mian Nawaz Sharif to become the future Prime Minister
Because before that, according to the constitution, the same person could not become the Prime Minister three times.
The survival of the Awami National Party was to play as many nationalist cards as they could, and the most important address was to name the province Pakhtunkhwa.
Therefore, all these factors together paved the way for this amendment and this amendment was easily passed by both the houses and became a part of the constitution.
Many things were not seen properly while giving autonomy to the provinces through this amendment.
The provinces were also given some powers which, if given in the provinces or states of a developed country, would not be enough for them.
The most important of these was that the powers of health, education and the economic system were given to the provinces.
These are the real systems of a country and they all went to the provinces.
In financial matters, it is felt that the federation has less powers than the provinces.
This caused problems not only in the failure to achieve financial targets from the provinces, but also in corruption.
The reason for the increase in corruption is that all kinds of inquiries from the provinces have disappeared.
In such a situation, it has become very difficult for the federation to manage the economy as the external debts have to be repaid by the federation itself.
Due to the transfer of power to the provinces, the local government system became completely inactive, which ended the autonomy of the cities.
This amendment is called the strengthening of democracy, but even that does not seem to be true
This is because no matter how autonomous the provinces are, there are laws that give precedence to federal laws over provincial laws.
Therefore, this provincial autonomy can never be an obstacle for the ruling classes.

What does PTI want?
The only apparent difference between the two is the handing over of health, education and economic systems to the provinces.
Perhaps the most important of these is the economic system for the PTI.
The PTI believes that it is not possible to collect revenue from provincial autonomy, nor is it spending money where it is needed.
The rest of the amendments do not seem to be a problem for PTI.
There seems to be no sign of this edit being removed.
This is because the PTI has limited seats in the Assembly and it is unthinkable to support the opposition.
