DISCLAIMER: (I stopped playing this game over a year ago and have not returned to it since. Down below are the steps I took to get past the bug the first time.)

I went and added the steps I took to get past the bug to the video here.

1. I went to "Manage game" for Homefront: The Revolution and deleted my save data. (Just restarting the game/changing difficulty does not fix this)
NOTE: Reloading saves did not fix the problem either.
1a. (PS4 Users) Go to Settings - System Storage Management - Save Data - Homefront: The Revolution, and then delete the save data.
NOTE: I do not have this for PS4. I cannot confirm this would work for the PS4.

2. I started a new game under the Deathwish difficulty (Do not know if it matters what difficulty)
3. Completed missions-strike points as normal to get the mission that takes you to Ashgate.
4. I noticed that when the game was in the loading screen for Ashgate, just at the end the game seemed to freeze-pause (Loading circle was not spinning), I then entered Ashgate and noticed people and stuff in the streets. Also icons on the map.
5. To best prove that the zone is working, hack the KPA transiver (misspelled I know) in the far right of the map. You should then see all the strike zones, radios, and other stuff appear on the map.
