Scuba Duba time trial completed in 1:08. This beats the previous best-claimed record by three seconds, through more efficient movement and excellent mineboosting in three places.

To mineboost, first get hit by something. While Pac-Man is in his invulnerability frames, aim yourself to hit the left or right side of a mine. Just before hitting it, do a torpedo attack, and if done correctly, you should shoot out with a large speed boost. The closer to the edge of the mine you torpedo attack from, the more speed you should get. It also should be noted that the speed gain is additive, meaning that if you hit one mine and then another with a single torpedo attack, you will be given even more speed.

Don't try hitting mines at the top or bottom edges, as all the boost momentum will be directed upwards or downwards, killing your horizontal speed. It also should be noted that the easiest mines to mineboost off of are the mines that remain stationary or float (floating ones are slightly harder, as they oscillate vertically). The hardest are the mines attached to chains, because their horizontal and vertical positions change, depending on Pac-Man's location. As a result, these are very hard to get a mineboost from.
