"Nothing's really changed. Forty percent of the EU's money will still, until 2020, go to billionaires and giant agri-businesses who were paid a bonus for simply owning land. There was no reassurance that any of the fraud that exists within the budget and that the court of auditors flag up every year is going to be dealt with. Having said that, clearly I think this is better than it might have been and I think from David Cameron's perspective he has done as well as he could possibly have hoped to have done at this summit."

"I don't think that we shall have a majority in the parliament to approve this proposal. Why? Because it's merely a copy-paste of the old MFF (Multiannual Financial Framework) of seven years ago. On top of that we are creating a big deficit of more than 50 billion euros and that is not acceptable."

"I'm really depressed because my opinion is that the common European budget should express the clear will of the heads of states to go for a better and sustainable common European future. What they agreed yesterday night shows the opposite. They think each one on its own will do much better and their main target was to organise direct payments from the agricultural funds for their member states and savings for the member states."

STORYLINE:
European Union leaders closed in on a deal that would cut the bloc's budget for the first time in history and deliver a strong message that years of expanding EU powers were on the wane.
If a deal emerges on Friday, the budget would still need to be ratified by the European Parliament, and early signs suggest that may prove problematic.
The hard-fought summit in Brussels is, at base, a tussle about what the 27-nation European Union stands for: some leaders argue that it's a drag on national budgets in tough economic times, while others say the economic crisis highlights the need for closer and deeper ties.
The deal that appears to be taking shape lean more toward the position of countries led by Britain, which are insisting that the EU can't look for more money at a time of belt-tightening across Europe.
Any deal though requires the approval of every member state, which means that each country has a veto.
As they left for a short break after hours of negotiations, leaders of various political parties within the European Parliament expressed disappointment at the agreement reached so far on budget.
"It's merely a copy-paste of the old MFF of seven years ago," said ADLE leader Guy Verhofstadt.
"I'm really depressed because my opinion is that the common European budget should express the clear will of the heads of states to go for a better and sustainable common European future," stated the co-president of The Greens/EFA Rebecca Harms.
The countries aligned with the UK want tens of billions of euros slashed off the 1.03 trillion euros (1.35 trillion US dollars) originally set out.
