In a similar 2020 Visa Bond Rule (Published Nov 24, 2020 – 85 FR 74875):
It targeted 15 countries with overstay rates of 10% or more, based on the DHS FY 2019 Overstay Report.

✅ These were the countries included:
Afghanistan
Angola
Bhutan
Burkina Faso
Burundi
Cape Verde
Chad
Democratic Republic of Congo (DRC)
Djibouti
Eritrea
The Gambia
Guinea-Bissau
Iran
Laos
Liberia

🚫 India was not on that list, because its B-1/B-2 visa overstay rate was well below 10% at the time.
India’s overstay rate has historically been low, and so it didn’t meet the threshold used in that 2020 rule.

According to DHS Overstay Reports (latest mentioned in the August 5, 2025 rule), the numbers vary year to year — but it's consistently in the hundreds of thousands.
