Peru has kicked off its municipal elections campaign , dominated by one single issue garbage.

The candidate from the ruling party, Jaime Yoshiyama, the former speaker of Peru's parliament - was joined by his fellow japanese Peruvian President Alberto Fujimori on the campaign trail.

A tough-talking Fujimori vowed he'd send the army in if necessary to clean up the city which has been dubbed the dirtiest capital in Latin America.

Control of Lima's town hall is the big prize for the November 12 municipal elections in Peru. The campaign kicked off in earnest Friday and has already become a heated one fuelled by one single issue -- garbage.

The former speaker of Peru's parliament and a protege of President Alberto Fujimori announced he was entering the race for the town hall.

En esta oportunidad queria informarles que hace poco menos de una hora hemos inscrito la alianza Cambio 90 Nueva Mayoria para las elecciones de Lima.

Translation: I'd like to take this opportunity to inform you that less than an hour ago, we've officially put forward the Cambio 90 Nueva Mayoria group for the Lima elections.

The opposition candidate Alberto Andrade was also busy on the campaign trail Friday.

But President Fujimori has thrown his weight behind his party's candidate. He toured some of Lima's rubbish tips such as this one in San Cosmo - where the garbage collection trucks had already sprung into action.

Resulta que al anuncio al dia siguiente el cerro San Cosmo ya estaba limpio es decir que hay gente que seguramente se habian descuidado y ahora se han puesto las pilas, ahi donde haya basura le vamos a meter los camiones del ejercito eso es digamos una competencia para que los alcaldes tambien se pongan a trabajar.

(Translation): The thing is that the very day after we made the announcement the San Cosmo area was already cleaned up, in other words, there are some people who'd obviously neglected this and now they've suddenly done sprung into action, so we'll bring in the army trucks wherever there is rubbish and that is a challenge for the other mayors to get down to doing some work.

In this fetid environment Fujimori dismissed accusations by the opposition party which says he's to blame for Lima's notorious garbage problem, which has turned it into reputedly the filthiest capital in the whole of Latin America.

The opposition claims that Fujimori's decision to drastically cut state funding for Peru's cities, including Lima, has forced mayors to dispense with basic services, such as refuse collection.

To counteract these accusations, Fujimori enlisted the help of the army and bought a fleet of trucks and bulldozers exclusively to collect the mountains of garbage which had accummulated in the capital.

The issue will also test Fujimori's ability to fulfill his electoral promise to repay the huge debts to society incurred during the Government's successful 13-year fight against insurgency by the far-left "Shining Path" terrorists.
