In late 1924, the project for the construction of the Department of Finance was approved with its design by chief architect Ernest Hébrard being familiar with the Oriental culture and suitable Vietnamese climate. Verneuil & Gravereaud were the contractors of the work which was constructed in 1925 and officially inaugurated in 1928.
The work is one of the first Indochinese style architectures. Ernest Hébrard was also the first one who paved the way for the trend of architectural mix of Orient and Occident with a range of works being constructed between 1923 and 1936 in Hanoi.
The building, located at No.1, Tôn Thất Đàm Street, is now headquarter of The ministry of Foreign Affairs.

Cuối năm 1924, dự án xây dựng Nha Tài chính Đông Dương được phê duyệt theo thiết kế của kiến trúc sư người Pháp Ernest Hébard với phong cách kiến trúc gần với văn hóa Á Đông, phù hợp với đặc điểm khí hậu Việt Nam. Hãng Verneuil & Gravereaud đã trúng thầu và thi công công trình năm 1925. Công trình nghiệm thu chính thức vào năm 1928.
Đây là một trong những công trình đầu tiên thể nghiệm phong cách kiến trúc Đông Dương. Ernest Hébard cũng là kiến trúc sư tiên phong mở đầu trào lưu kiến trúc kết hợp Đông Tây với hàng loạt các công trình xây dựng tại Hà Nội giai đoạn 1923 – 1936.
Hiện nay, Nha Tài chính Đông Dương là Trụ sở Bộ Ngoại giao Việt Nam số 1 Tôn Thất Đảm.
