WORLDMAGNUM: 07 March 2011 -- IAEA: International Atomic Energy Agency, Vienna, Austria - International Atomic Energy Agency (IAEA) Director General, Yukiya Amano, today (7 March) delivered a report to the Agency's Board of Governors. The 35-nation Board is meeting to discuss the IAEA's work on nuclear verification, safety, security and the peaceful use of nuclear technologies.

In his opening statement, Director General Amano reported on a range of issues, briefing Member States on the implementation of nuclear safeguards in Iran and Syria.

He noted that Iran is not providing "the necessary cooperation" to the IAEA in order to provide "credible assurance" about the absence of an undeclared nuclear programme.

SOUNDBITE (English) Yukiya Amano, International Atomic Energy Agency (IAEA) Director General:
"While the Agency continues to verify the non-diversion of declared nuclear material at nuclear facilities and locations outside facilities declared by Iran under its Safeguards Agreement, Iran is not providing the necessary cooperation to enable the Agency to provide credible assurance about the absence of undeclared nuclear material and activities in Iran, and therefore to conclude that all nuclear material in Iran is in peaceful activities."

The Director General voiced optimism regarding outstanding technical issues related to Dair Alzour, in Syria, and announced that an agreement had been reached with Syria "on a visit by the Agency to locations at Homs."

With regard to the Democratic People´s Republic of Korea (DPRK) he pointed out that given recent developments in its nuclear programme, "how important it is that the Agency should be present in the DPRK."

Amano also announced that in 2011 he will focus on nuclear techniques for water, highlighting the work of the IAEA in the fields of water resources assessment, agricultural water management, and aquatic pollution control.

The Board, which meets five times a year at the IAEA headquarters in Vienna, Austria, is the IAEA's policymaking body.

"I requested Syria to provide the Agency with prompt access to information and locations related to Dair Alzour. I believe that the Minister's response, stating that Syria would continue to work with the Agency to resolve all outstanding technical issues, could represent a step forward. I wish to inform you that we have since reached agreement with Syria on a visit by the Agency to locations at Homs."

"I believe that last year's reports about the construction of a new uranium enrichment facility and a light water reactor in the DPRK underline how important it is that the Agency should be present in the DPRK. I wish to stress that the Agency has an essential role to play in verifying the DPRK's nuclear programme. I urge the DPRK to fully implement all of the relevant resolutions of the General Conference and the Security Council."
