In most developing countries, economic growths and changes in consumption patterns result in the increase of the generation of waste plastics, which is becoming a major waste stream. The world's annual consumption of plastic materials has increased from around 5 million tonnes in the 1950s to nearly 100 million tonnes; thus, 20 times more plastic is produced, and consequently waste is generated, today than 50 years ago.

This poses problems to the environment and health due to lack of environmentally sound disposal practices, as waste plastics is currently occupying big spaces in landfills or is being burned, buried or open dumped.

Waste plastics has however a great potential for resource conservation as it can be converted into a valuable resource, including energy in the form of solid or liquid fuel. To assist developing countries establish resource recovery from waste plastics, UNEP has started a 3-year project on convertion into fuel
