The strongest thing about heroic power fist is the ability to get gunstrike marks off of finishers. So we build around gunstrikes. The description of the perk says finisher, not melee finisher, but It will only trigger off of melee finishers, gunstrike finishers won't trigger it. But there are some issues with it. One is Ranged Majoris enemies tend to run away when you are in a middle of a finisher next to them. So after the finisher animation is done they are already out of range from being marked.

The base stats are almost the same as the relic balance version(same damage and speed), aside from having much less cleave(-8). So it is basically a weaker version of of the relic balance power fist. Only benefit it has is a fencing parry window. The heroic perk might be more of a nerf than buff. Power Fists' strongest attacks are its charged attacks due to the long range and damage. So having a perk that nerfs heavy attacks is bad for the powerfist. As for the light attacks, the powerfists' light attacks are weak because they are slow and stubby, and the weapon perks for the powerfist are mostly for heavy attacks. There aren't many that benefit lights. The only one that mentions light attacks "Combo" even requires you to do a heavy before buffing light attacks, and it only buffs it by 10%.
To make this weapon better, expand the powerfist light attack combos and make their speed and hitboxes better. Add or modify perks that benefit light attacks.
Again the best thing about this weapon is the gunstrike on finisher part of it. The weapon itself is not really strong.

Upon further analysis the damage increase and decrease of the heroic perk is correct.
The damage bonus and nerf are based off the base damage of the power fist rather than final value.
Base Power fist light attack is 12 damage. The relic multiplier is 90% and the perks is 100%. So it would be a 190% increase. 12 * 2.9 = 34.8
And for Base Powerfist heavy it is 24 damage. So 90% from relic multiplier and -50% from perk is 40% increase. 24 * 1.4 = 33.6.

I also wanted to test the new jump pack dash attacks. So I picked perks that dealt with sprint attacks and jump pack dash. Here is the thing, none of the dash perks are applying to this new jump pack dash attack. At least the ones for power fist and assault class perks aren't.
Winged Fury does not double the damage nor add aoe damage.
Act of Attrition does not apply debuff on jump dash attack.
Heavy Armament( power fist perk that adds 50% damage to cannon punch) does not improve jump dash attack. The debuff one probably won't work either considering "Act of Attrition" is not working with it.
I haven't even tested power axe and thunder hammer dash attack perks, but I bet they don't work either.

Edit I was wrong it does less gunstrike damage that damage variant same as ammo variant. This gun is just worse. ̶H̶e̶r̶o̶i̶c̶ ̶H̶e̶a̶v̶y̶ ̶B̶o̶l̶t̶ ̶P̶i̶s̶t̶o̶l̶ ̶h̶a̶s̶ ̶t̶h̶e̶ ̶h̶i̶g̶h̶e̶s̶t̶ ̶g̶u̶n̶s̶t̶r̶i̶k̶e̶ ̶d̶a̶m̶a̶g̶e̶ ̶i̶n̶ ̶t̶h̶e̶ ̶g̶a̶m̶e̶ ̶s̶o̶ ̶w̶e̶ ̶a̶r̶e̶ ̶u̶s̶i̶n̶g̶ ̶i̶t̶ ̶i̶n̶ ̶a̶ ̶b̶u̶i̶l̶d̶ ̶t̶h̶a̶t̶ ̶l̶i̶k̶e̶s̶ ̶g̶u̶n̶s̶t̶r̶i̶k̶e̶s̶.̶ ̶ It shoud be buffed to have highest damage if they want to keep the ammo this low. Otherwise they need to buff the passive in some way.
