The Clock Strikes 18! - The Twisted Dice Game

You are a clockmaker but you don't build just any clocks because the clocks tick differently in Tocksville. You've been commissioned to build strange clock faces; some have even numbers onlyand some show the same time over the course of 4 hours. Strange? Yes. Impossible? No. With your wits and the luck of the dice, you can build the clock you need. The player with the most points after 12 rounds wins.
