(9 Apr 2019) Republican and Democratic senators are voicing their concerns about President Donald Trump's shake up of the Department of Homeland Security and the departures of Homeland Security Secretary Kirstjen Nielsen and Secret Service Director Randolph "Tex" Alles.
Nielsen resigned under pressure from a president frustrated that she wasn't taking a tough enough line on immigration.
Alles was pushed out, although several officials said the departure stemmed from a personality conflict within the agency and was unrelated to Nielsen's resignation.
Democrats say the departures signal turmoil within the administration and the president has only himself to blame.
"The Department of Homeland Security is descending into chaos," said Democratic Sen. Richard Blumenthal of Connecticut.
"This administration seems headed for a chaotic legal and moral shipwreck," he said.
Republicans sought to blame Congress, not the administration, for problems with border security.  
"This is squarely in Congress's hands, and it's a failure to solve the problem," said Texas Republican Sen. John Cornyn.
After Nielsen's departure, an empowered Stephen Miller, the immigration hawk and White House senior adviser, is also eyeing the removal of Lee Francis Cissna, according to two officials.
Cissna is director of U.S. Citizenship and Immigration Services, which runs the legal immigration system.  
Tuesday, Republican Sen. Chuck Grassley voiced support for Cissna, and for Kathy Kovarik, the policy chief for U.S. Citizenship and Immigration Services.
"They have the same philosophy of enforcing the laws that Trump has, so I don't understand why they would want to get rid of them," Grassley said.
Republican Sen. Lindsey Graham said the White House work more closely with Congress on the issue.  
"It's not about who you pick, it's about having Congress acting," Graham said.
"And the only way Congress is going to act is for us to have a legislative proposal. I'd like that proposal to come from the White House," he said.
