Trooper's Narrative:

On March 28, 2023, approximately 4:40AM I was patrolling the area of Fair Park Blvd near Interstate 630 when I observed a
black Nissan Maxima bearing Arkansas MKAHHB (V1) sitting at a red light waiting to merge onto I630 west.
The license plate showed the registration to be expired since April 2022.

While traveling westbound on Interstate 630 at John Barrow I was initiated a traffic stop on V1. Upon initiating the traffic stop V1
driver S1, exited I630W onto John Barrow and began fleeing northbound.
The pursuit went eastbound on Rodney Parham Road from John Barrow and eventually turned east on 12th Street. While
fleeing on the city streets S1 was driving very aggressively and at speeds in excess of 100-mph in an attempt to evade. S1 was
driving on the wrong side of the roadway during the pursuit and showed no signs of stopping to surrender. As the pursuit
continued east on 12th Street, S1 failed to stop at numerous red lights while fleeing at high rates of speed. At the intersection of
12th Street and Fair Park, S2 tossed a black and blue bag from V1 that was later recovered by LRPD.

Shortly after the bag was tossed from V1, I was able to perform a Tactical Vehicle Intervention (TVI) on V1 bringing the fleeing
vehicle to a stop. All occupants in the vehicle were taken into custody without further incident.
Upon talking with S1, she stated that she wanted to pull over, however, S2 had a gun threatening to shoot her if she stopped.

Inside the recovered bag, was a
Ruger .25cal pistol (U001365) and a homemade plastic bottle used for inhaling narcotics. Located inside V1 sitting in the front
passenger seat was a small black baggy containing marijuana where S2 was sitting.

Once the firearm was recovered, I spoke with S1 about what the incident that unfolded inside V1 during the pursuit. S1
explained she wanted to stop but was unable to due to S2 threatening her with the firearm. S1 was able to describe what the
firearm looked like based on the colors.

After clearing the scene, both S1 and S2 were transported to Baptist Little Rock to be cleared by medical staff before being
transported to the Pulaski County Jail.

S1 was charged with the following:
5-54-125(d)(2): FLEEING - FELONY - VEHICLE OR CONVEYANCE - SUBSTANTIAL DANGER OF DEATH FD
27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST
27-22-104: NO LIABILITY INSURANCE
27-16-303: DRIVING ON SUSPENDED LICENSE
27-52-107: FAIL TO STOP AT RED LIGHT
27-51-304: DRIVING WRONG WAY ON ONE-WAY ROADWAY
27-50-302(a)(7): SPEEDING - MORE THAN 15 MPH OVER LIMIT
27-14-701: OWNER FAIL TO REGISTER VEHICLE - EXPIRED TAGS

S2 had several felony warrants out of the Board of Parole and was charged with the following:
5-13-204: AGGRAVATED ASSAULT
5-73-103(c)(1): POSSESS FIREARMS BY CERTAIN PERSONS
5-64-419(b)(5)(A): POSSESS CONTROLLED SUBSTANCE SCHED VI 4 OZ
5-53-111(a), (b)(2): TAMPERING WITH PHYSICAL EVIDENCE
5-73-102: POSSESS INSTRUMENT OF CRIME

*The outcome of this case:*

The driver, Tanisha Owns, passed away in November of 2023. (unrelated to this)
The passenger, Eric James, is being held in Federal custody on unrelated charges. His trial has been delayed.
