This video shows a sort of "exploit" allowing Tony to obtain the AK-47 and MAC-10 as early as Reputation Level 1. The same trick can be used with other henchmen to access the Sniper Rifle, M-79, etc. earlier as well (once the henchman who carries them is available).

Normally, the AK-47 isn't available for Tony till Reputation Level 3. However, the Driver character is available while Tony is still at Reputation Level 1 - and he always spawns with an AK-47 and MAC-10.

Do as follows:
Empire tab, play as Driver
Call for any vehicle
Place the Driver's weapons in the back of the car (it is a portable Weapons Locker, same as that found within Tony's mansion).
Empire tab, play as Tony
Call for any vehicle
Retrieve the weapons from the back of the car

I have observed that simply repeating this process doesn't allow Tony to restock on ammunition.
